EThekwini Municipality’s Governance and Human Resources Committee Recommendations

2018-10-18

EThekwini Municipality’s Governance and Human Resources Committee, chaired by Acting Chairperson Councillor Bongumusa Mkhize held its monthly meeting on 17 October, at the Durban City Hall. The following items were supported and recommended to the Executive Committee for approval (includes but not limited to);

CITY ADVANCES COLLABORATIVE AND STRATEGIC RESEARCH PARTNERSHIP WITH ACADEMIA AND BUSINESS INDUSTRY

The Governance and Human Resources Committee approved the extension of the current formal agreement (memorandum of agreement) with the Municipality’s research aligned partners at a meeting held today, 17 October.

The City’s research partners include the Durban University of Technology, the Human Sciences Research Council, Mangosuthu University of Technology, University of KwaZulu-Natal, University of Zululand and the University of South Africa. Industrial and business partners will be represented by the Durban Chamber of Commerce and Industry.

The tabled report stated that the current formal agreement with these institutions has reached the end of the three year expiry period. It goes on to state that this strategic agreement provides the basis for the delivering of positive outcomes on a number of initiatives between faculty and (City) line departments.

The tabled report grants a further three year City-academic-industry partnership which will be led by eThekwini Municipality until 2021. The report states that this triangulated model of government-industry-academia working in a shared vision mode towards a common research agenda for increased social and economic impacts is unprecedented in the South African local government environment.

The report notes that subject to Executive Committee approval, the City Manager Sipho Nzuza will, on behalf of the eThekwini Municipality, sign a new three year memorandum of agreement stipulating the areas of collaboration of this inaugural triangulated partnership.

And in order to improve accountability and give effect to strategic decision-making, the Municipal Institute of Learning will facilitate the establishment of a steering committee which will include the leadership from each of the partners to play an oversight role, deliberate on matters deemed strategic and unblock issues needing operational intervention.

GOVERNANCE AND HUMAN RESOURCES COMMITTEE TO VISIT SIZAKALA CENTRES

Members of the Governance and Human Resources Committee will continue to play their oversight role by visiting a number of Sizakala Centres across the City.

A report tabled at a Governance and Human Resources Committee meeting held today, 17 October outlined the scope of the visits.

The report stated that the Committee will next month visit centres in the north and south region including centres in Tongaat, Verulam, uMhlanga and Chesterville in the north region.

In the south region, the Committee will visit centres in Chatsworth, Craigieburn, KwaMnyandu and UMnini amongst others in the area.
